Early Learning Board Mission: To support children’s academic and lifelong well-being by directing and supporting the EOEL for an effective, coordinated, high quality early learning system from prenatal to kindergarten entry.

EOEL Legislative Proposals (2024 Session)
Action: Approve Legislative Requests
1. Funding for a Statewide “navigator system” for FY 2025-26
2. Add to statute to allow Pre-Plus programs to operate on State
property in addition to those currently on DOE campuses, open to all children not eligible for kindergarten (Program Specialist Funding)
Total Additional Funding Request: $507,325
Action: Approve Initiatives
1. EOEL to develop an HME (Hawaiian Medium Education) program for public pre-K.
2. EOEL to develop a CQI (Continuous Quality Improvement) System
